Overview

The Independent Support service is provided under the Children and Families Act 2014

 

The Role of an Independent Supporter

The Children and Families Act 2014 makes clear that local authorities must have regard to:

Independent Support is intended to provide targeted support so parents and young people get the right information at the right time to make the choices they need to.

Who May Need Independent Support

An Independent Supporter can:

  • ensure awareness and understanding of the local authority process and local offer
  • act as a named contact person throughout the EHC assessment and planning process
  • ensure that the child or young person’s views are central to their new plan
  • liaise across a range of local services and help to gather the information required for an EHC plan
  • provide information around personal budgets
  • signpost to other services in Swindon
  • provide support to ensure that families are as fully involved as possible in the process of gaining an EHCP
  • help families access and understand information;
  • offer support that can be tailored to the particular needs of individual parents and young people;
  • act on behalf of the parent and young person and be independent from the Local Authority

The duty to provide Independent Support applies to anyone with a Special Educational Need (SEN) and their parents or carers:

  • transferring from a Statement to an EHC Plan
  • needing support to request an EHC Plan

An EHC plan brings a child or young person’s education, health and social care needs into a single, legal document.
